DoD Tape Test Method
The U.S. Army uses the circumference-based tape test method to estimate body fat percentage for soldiers who exceed weight screening tables. This method is part of the Army Body Composition Program (ABCP) outlined in AR 600-9.
Males:
%BF = 86.010 x log10(waist - neck) - 70.041 x log10(height) + 36.76
Females:
%BF = 163.205 x log10(waist + hip - neck) - 97.684 x log10(height) - 78.387

Measure at the narrowest point of the neck, just below the larynx (Adam's apple). The tape should be perpendicular to the long axis of the neck. Round up to the nearest half inch.
Measure at the natural waist, at the level of the navel (belly button). Keep the tape level and parallel to the floor. Round up to the nearest half inch.
Measure at the widest point of the hips/buttocks. Keep the tape level and parallel to the floor. Round up to the nearest half inch.
